The Southeastern Connecticut Council of Governments (SCCOG) is seeking qualifications and proposals from firms to prepare a joint land use study (JLUS) for Naval Submarine Base New London on behalf of its member municipalities — the town of Groton, town of Waterford, town of Ledyard, city of Groton, city of New London and town of Montville. DOD’s Office of Economic Adjustment (OEA) provides grants to state and local governments to conduct a JLUS to support the long-term sustainability and operability of the military installation complex. Mini Mini first introduced the John Cooper Works GP hot hatch by way of a wildly styled concept at the 2017 Frankfurt Motor Show. Now, as we approach its official debut, Mini wanted to show off its latest creation a little bit, so it went to the one place a proper performer can really stretch its legs — the Nurburgring Nordschleife.Mini this weekend showed off its John Cooper Works GP hatchback to the public for the first time. It was still clad in camouflage, mind you, but it nevertheless arrived at the Nurburgring as part of the 24-hour race this past weekend, and it cooked its way around the ‘Ring in less than 8 minutes, which is a huge leap forward from the last GP variant, which needed 8 minutes and 23 seconds to lap the Green Hell.While its Nurburgring lap time is new, Mini didn’t give out any more details that we didn’t already know. Its turbocharged four-cylinder gas engine will make in excess of 300 horsepower, but Mini hasn’t given an official output yet. It’ll be pretty easy to tell the GP apart from other John Cooper Works creations, because it’s rocking some crazy fender flares and a big ol’ wing out back. Only 3,000 models will be built, and it’s unclear how many are set aside for each market, so it’s likely that your home country will be getting far fewer than that total number.Mini first confirmed that it would build a new John Cooper Works GP model in late 2018. Since then, the automaker has been relatively mum about the vehicle, teasing only a bit of its rear wing and mentioning the estimated power output. The producers have revealed that ace Bollywood choreographer Vaibhavi Merchant has directed the dance movies of Prabhas and Shraddha Kapoor in these romantic songs of the Sujeeth-directed multilingual movie.The producers of Saaho are apparently very thrilled about the breathtaking locales of Austria. “Looking at recent stills from our shots across Innsbruck and Tirol region, it seems as though the locations seamlessly inculcate with the picturesque sequences of our high-octane action thriller. The shoot initially began in the Alpine city of Innsbruck,” reads their statement released to the media.Talking about the locations, the makers say, “The city beautifully blends raw breathtaking landscapes with an imperial city center. This juxtaposition is what really attracted Saaho to shoot across Innsbruck including the House of Music, the Innsbruck tram, Finstertal Dam in Kühtai, as well as at the aDLERS hotel. Some scenes were also shot at nearby town of Seefeld.”Saaho makers add, “Additionally, we had the privilege and support to shoot for a romantic song at the Top of Tyrol mountain at Stubaier Glacier and Gaislachkogel IceQ in Sölden which was one of the most memorable experiences for our crew. Some parts of the romantic song we also filmed at the Highline Suspension Bridge in Reutte. In a statement, the Central Board of Indirect Taxes and Customs (CBIC) said, “the competent authority has decided to extend the due date for filing Form GSTR-9, GSTR-9A and GSTR-9C till March 31, 2019.The requisite Forms shall be made available on the GST common portal shortly”. GSTR-9 is the annual return form for normal taxpayers, GSTR-9A is composition taxpayers, while GSTR-9C is a reconciliation statement Trade and industry players have been seeking an extension of the deadline for filing the annual returns.EY Tax Partner Abhishek Jain said industry players have been struggling to collate the information required to be disclosed in GSTR-9 and GSTR-9C. PwC Partner and Leader (Indirect Tax) Pratik Jain said, “Industry, as well as consultants, were struggling with December 31 deadline, given the volume of work involved including preparing a virtual P&L at a State level”.
Prime minister Sheikh Hasina on Friday said it is not considerable to Bangladesh what India and China are saying about the Rohingya issue.”Their [India and China] diplomats saw the woes of the Rohingyas and they’re very much sympathetic to them. We saw that,” she said.The prime minister was responding to a question during a press conference at the Bangladesh Permanent Mission at the UN in New York.She also mentioned that India and China came forward with humanitarian assistance and they are sending relief materials to Bangladesh for the Rohingya refugees. “They’re extending all sorts of cooperation.”Hasina said all the diplomats, stationed in Dhaka, went to the Rohingya camps in Cox’s Bazar to see for themselves the sufferings of the refugees. “They talked to them (Rohingyas)… they’re all sympathetic to the Rohingya refugees,” she said.The prime minister said after giving shelter to some 800,000 Myanmar nationals in Bangladesh, the country is facing a complex crisis about their food, accommodation, emergency relief and their repatriation.Talking about her meeting with UN gecretary general Antonio Guterres, Hasina said he highly appreciated Bangladesh for standing in their bad time by the Rohingya refugees fleeing persecution by Myanmar security forces in Rakhine State. “He (UN secretary general) also said he will do everything possible from his side to resolve the problem permanently,” she added.Hasina said as the government is providing food to Bangladesh’s 16 crore people, it will not be a big deal for the country to feed another 800,000 Rohingya refugees. “If needed, we’ll eat one time a day and share our food with them (Rohingyas) during other time,” she said.

ReutersZimbabwe’s military was in control of the country on Wednesday as President Robert Mugabe said he was under house arrest and his generals denied staging a coup.Mugabe’s decades-long grip on power appeared to be slipping as armoured military vehicles blockaded parliament, soldiers took up positions at strategic points across Harare and senior soldiers commandeered state television to broadcast a late-night address.“The president… and his family are safe and sound and their security is guaranteed,” Major General Sibusiso Moyo said late Tuesday.“We are only targeting criminals around him who are committing crimes… As soon as we have accomplished our mission we expect that the situation will return to normalcy.”Moyo added: “This is not a military takeover of government”.Their shock announcement was later followed by heavy gunfire close to the 93-year-old president’s private residence, and prompted angry responses from around the world.Mugabe later told South African President Jacob Zuma that he was effectively under house arrest—though unharmed. Several supporters of Mugabe and his wife Grace are reportedly in military custody.Pretoria said it would deploy a military and intelligence delegation to Harare to help broker a resolution to the crisis on behalf of southern Africa’s regional bloc.The Southern African Development Community said it would hold an emergency meeting in Botswana on Thursday to discuss the situation.South Africa, the European Union, the United Nations and Britain, Zimbabwe’s former colonial master, all called for restraint.Britain’s foreign minister Boris Johnson warned against handing power “from one unelected tyrant to the next”.Collision courseZimbabwe’s army was set on a collision course with Mugabe last week when the ailing leader abruptly fired his vice president Emmerson Mnangagwa, a lynchpin of the country’s defence and security establishment.Mnangagwa, 75, was previously one of Mugabe’s most loyal lieutenants, having worked alongside him for decades, but he fled to South Africa following his dismissal and published a scathing five-page rebuke of Mugabe’s leadership and Grace’s political ambition.Army chief General Constantino Chiwenga gave an unprecedented press conference on Monday, flanked by dozens of officers, and warned Mugabe that he would intervene if he continued to purge the ruling ZANU-PF party of leaders like Mnangagwa.Mnangagwa has been embroiled in a long-running feud with Mugabe’s wife Grace, 52, that included a bizarre alleged ice cream poisoning incident that laid bare the pair’s rivalry.Both were seen as leading contenders to replace Mugabe when he died or retired, but Mnangagwa had the tacit support of the armed forces which viewed Grace—a political novice—with derision.The ZANU-PF party on Tuesday accused Chiwenga of “treasonable conduct” for appearing to threaten Mugabe with a palace coup.Speculation has been rife in Harare that Mugabe had sought to remove Chiwenga, seen as an ally of Mnangagwa’s.The African Union, in a strongly worded statement, said the crisis “seems like a coup” and called on the military to pull back and respect the constitution.‘Need a fresh start’The military’s actions pose an existential threat to Mugabe’s regime which has ruled Zimbabwe since independence from Britain in 1980.On Wednesday, state television played liberation struggle songs, while many citizens in Harare shopped at markets, drove to work or queued outside banks despite the turmoil.“We want to have food on the table, not one side having everything and others dying of hunger. Mugabe was once a good person but he lost it. Now we need a fresh start,” Keresenzia Moyo, a 65-year-old housewife, told AFP in Harare.“What is good is that this has happened at the top and it is not affecting us people on the ground. People could be killing each other,” she said.Foreign embassies in Harare have told their citizens in the country to stay in doors and avoid political gatherings, warning that security forces could clamp down violently.Security officers at Harare airport deported several foreign journalists as they arrived in the country to report on the situation.Mugabe and his wife have made no public comment and their exact whereabouts are unknown, while government and army spokesmen have been unreachable.“The government’s silence on the military deployments seem to confirm that President Mugabe has lost control of the situation,” said Robert Besseling of the London-based EXX Africa risk consultancy.Mugabe is the world’s oldest head of state, but his poor health and listless public performances fuelled the bitter succession battle between Grace and Mnangagwa.His lengthy rule has been defined by brutal repression of dissent, mass emigration, vote-rigging and financial ruin since land reforms in 2000.As the economy began to fail in the wake of the botched land redistribution, Zimbabwe was engulfed by hyperinflation and was forced to abandon its own currency in 2009 in favour of the US dollar. Unemployment now stands at more than 90 percent.Before the military’s shock intervention, Mugabe had declared his intention to contest presidential polls scheduled for next year.Grace Mugabe vocally pushed for her husband to stand as she became increasingly active in public life in what many see as a process to help her eventually take the top job.“I think the army are in negotiations with Mugabe and Mnangagwa,” Derek Matyszak, an analyst at the Pretoria-based Institute for Security Studies, told AFP.“Mugabe reappoints Mnangagwa as vice president, briefly—Mugabe then retires,” he speculated.
Myanmar President U Htin KyawMyanmar’s president Htin Kyaw resigned suddenly on Wednesday leaving the country’s de facto leader Aung San Suu Kyi without a close confidant and political ally as she faces rising international opprobrium over the Rakhine crisis.The president, an old school friend of Suu Kyi, served as her proxy in an office she was barred from occupying under Myanmar’s military-drafted constitution.His role was largely ceremonial with Suu Kyi calling the shots within her civilian administration, under the self-appointed title of State Counsellor.But he was nonetheless the country’s head of state and a key domestic ally for Suu Kyi within her party.Myanmar’s vice president Myint Swe, a retired general close to the former junta leader Than Shwe, will temporarily move into the role until a new president is in place, according to the constitution.Observers say this will likely make some inside Suu Kyi’s ruling National League for Democracy (NLD) party queasy as, in theory, decisions could be pushed through – or held back – in this time.Speculation had swirled for months about the health of Htin Kyaw, 72, who had recently lost weight and has had heart problems in the past.“Myanmar president U Htin Kyaw resigned on 21March 2018,” a statement on the president’s official Facebook page said.His office did not give many details for why he resigned Wednesday, only saying that “he wanted to take a rest from his current duty”.It added that a new leader will be selected “within seven working days”.Shortly after the announcement, speaker of the lower house and Suu Kyi ally Win Myint resigned from his position, narrowing his odds of taking up Myanmar’s top civilian office.“Anyone she selects as president will be someone she has complete trust in,” said independent analyst Richard Horsey.“That trust is the basis of her being the seat of power in Myanmar. She has no power under the constitution. Any power comes from that relationship with the president.”Loyal school friendHtin Kyaw, the country’s first civilian president since 1962, was widely respected and seen as unerringly devoted to Suu Kyi, who said she would rule “above” him after he was elected in 2016.He has stood firmly by her side even as as her reputation has been shredded internationally for not speaking up on behalf of the persecuted Rohingya Muslim community.A violent military crackdown has forced some 700,000 Rohingya to flee over the border into squalid camps in Bangladesh, in what the UN has branded “ethnic cleansing” with possible “hallmarks of genocide”.The military justifies its campaign as a legitimate response to Rohingya militant attacks against police posts in August.The civilian government is in a transitional power-sharing arrangement with the army which still retains huge political and economic power.The army controls three key ministries-home affairs, borders and defence-effectively giving it a carte blanche to conduct any security operations it chooses.It also has a quarter of legislative seats reserved for officers, giving the military a de facto veto over any constitutional change.Defenders of Suu Kyi say her government’s hands are tied by the military but critics maintain it could and should have done more to speak up against alleged army atrocities, particularly in Rakhine state.Domestically Suu Kyi still enjoys broad popular support but, two years into government, her party has disappointed sky-high expectations of rapid development and economic growth, while the Rakhine crisis has recast the international narrative of the country.Htin Kyaw is the son of a revered poet and helped run Suu Kyi’s charitable foundation before taking over the presidency.According to an official biography, he studied at the University of London’s Institute of Computer Science from 1971 to 1972.In a varied career he worked as a university teacher and also held positions in the finance and national planning and foreign affairs ministries in the late 1970s and 80s before retiring from government service as the military tightened its grip.
Kolkata: A rare arterial switch surgery has given a fresh lease of life to a month-old baby who was brought to a city hospital from Jharkhand’s Dhanbad. The patient was in critical condition when his family members brought him to the private hospital in Kolkata. The 38-day-old boy was taken to a local doctor who told the family members that there was nothing seriously wrong with the patient. However, as his condition deteriorated, the family members decided to shift the baby to Kolkata. After primary investigation, Dr Mandal and his team put the baby under ventilation. Soon, he started the baby with prostaglandin infusion to stabilise his condition. The baby was diagnosed with transposition of great arteries with small patent ductus arteriosus. The doctors performed the arterial switch procedure on the patient, to correct transposition of the great arteries. Also Read – Lightning kills 8, injures 16 in stateDr Mandal along with Dr Manoj Daga carried out a detailed assessment on the child’s condition with multiple tests, both cardiac and non-cardiac and took all precautionary measures needed. An accurate anatomical diagnosis was done by echocardiography to get a clear picture of his condition. A thorough screening of comorbidity factors like infection, poor nutrition, deranged liver and kidney function and abnormal neurological condition helped Dr Mandal to take the correct medical decision. This was an extremely critical case for the doctors as the mother had lost her babies in two previous occasions. Dr Mandal, senior consultant, Department of Pediatric Cardiology, who carried out the operation, said: “Such a rare defect happens to 1 in 3,300 newborn infants. Success rate in these cases is less. In the Western world, we have only 3% mortality, while developing world stands at 15%. It was a difficult decision for us to carry out the operation. We went ahead and successfully switched the great arteries to their natural position and transferred the coronary artery without any damage during the 190 minutes long procedure and cross clamp time of total 85mins.”
